Individuals and families who can’t get any other coverage can apply for the Community Health Access Program (CHAP) from Kaiser Permanente.
What is the Community Health Access Program?
The Community Health Access Program (CHAP) provides health coverage for individuals and families who don’t have access to other health coverage. CHAP members pay no monthly premiums and have no out-of-pocket costs for most care at Kaiser Permanente facilities.

Who is eligible for CHAP?
You or your family may qualify for CHAP if you meet these requirements:

- Live in the Kaiser Foundation Health Plan of the Mid-Atlantic States, Inc. service area, excluding the District of Columbia
- Your household income is no more than 3 times the federal poverty level (for example, up to $40,770 for a single person or $83,250 for a family of 4 in 2023)

- You aren’t eligible for other public or private health coverage, such as, but not limited to, Medicaid, Maryland Children’s Health Program, FAMIS, Medicare, a job-based health plan, or financial help through Maryland Health Connection or the health benefit exchange
You don’t need to be U.S. citizens to qualify for the Community Health Access Program.
